Such provisions were drawn up and agreed in a Memorandum of Understanding signed two years ago between Romania and the Philippines to streamline the labor supply to our country.<\/p>\n<p>The purpose of this Memorandum is to foster cooperation in the fields of labor and social protection and to emphasize the exchange of good practices, expertise and information on employment, protection and management of labor migration.<\/p>\n<p>The implementation of the provisions stipulated in the Memorandum was one of the main topics discussed during the official meeting between the Romanian authorities, represented by Her Excellency Mrs. R\u0103du\u021b\u0103 Dana Matache, Romania's Ambassador to the Philippines, and the officials from the Philippine Department of Labor, Hans Leo J. Cacdac (delegated officer) and Jerome A. Alcantara (deputy secretary). On this occasion, the major problems that hinder the recruitment and implicitly the bringing of labor force to Romania were highlighted.<\/p>\n<p>Yosef Gavriel Peisakh, General Manager of WORK FROM ASIA, one of the leading Filipino recruitment and placement agencies in the country, was also present at the meeting.<\/p>\n<div id=\"ao-msojkooltmkmxmhtdrehunpv\" data-ao-prebid-connected=\"yes\">\n<div id=\"ao-msojkooltmkmxmhtdrehunpv_inside\">\"It has been about two years since the signing of the Memorandum, a project in which I personally participated and assisted the Philippine authorities. I still consider it extremely important to implement these changes. It is a long process, which we started when the Philippine authorities suspended the possibility of the recruitment of Philippine staff by Romania, on the grounds that this Memorandum did not exist. We came up with some improvements to specific clauses, which provide for contractual responsibility of both Filipino workers and accredited agencies in placing them in Romania,\" said Yosef Gavriel Peisakh.<\/div>\n<\/div>\n<p>Shortly after the discussions with the Manila authorities, the subject of the implementation of the Memorandum was also taken up by the Minister of Labor and Social Solidarity, Simona Bucura Oprescu, during a personal meeting with the Deputy Minister of the Ministry of Migrant Workers of the Philippines, Patricia Yvonne ,,P.Y\" M. Caunan.<\/p>\n<p>Another topic of major importance for this meeting was the still lengthy processing times of work visa applications for Filipino workers by the Romanian authorities.<\/p>\n<div id=\"ao-msojkooltmkmxmhtmjspurpk\" data-ao-prebid-connected=\"yes\">\n<div id=\"ao-msojkooltmkmxmhtmjspurpk_inside\">\"Given the long processing times for work permits and then work visas, compared to countries such as Hungary, where Filipino employees can arrive in the country in 45 days, in Romania we are talking about a period of 5-6 months, and the authorities expect the process to improve and shorten. Both Romanian employers and Filipino employees both need labor and jobs, as long as there are alternatives, better paid and with much shorter waiting time, Filipinos will naturally choose other countries,\" said Yosef Gavriel Peisakh about the socilitation of the Philippine authorities.<\/div>\n<\/div>\n<p>The Philippine state itself offers a model of effective functionality, having developed one of the most efficient models for recruiting and placing its citizens who wish to work abroad and even set up a dedicated authority, The Department of Migrant Workers (DMW). This is also the reason why, of all foreign workers who come to work in Romania, those from the Philippines enjoy special protection from the state of origin, which constantly monitors the rights of its citizens, both before and after their move abroad.<\/p>\n<p>There are regional Migrant Workers offices overseas, in Philippine embassies and consulates around the world, where there is a whole team that monitors the working conditions and welfare of workers. This institution, through its employees, regulates and documents each worker and their workplace so that there is no fraud, human trafficking and abuse. The recruitment firms must be accredited by them and go through a rigorous screening process, part of the process is also the posting of financial guarantees to ensure the smooth conduct of the placement and monitoring of Filipinos,\" added Yosef Gavriel Peisakh.<\/p>\n<p>In Romania, the demand for Filipino staff remains steady, with a slight increase in demand for domestic workers: nannies, housekeepers, gardeners, family drivers and personal chefs.<\/p>\n<p>At present, the Romanian Embassy in the Republic of the Philippines is doing its best to ensure the processing of as many visa applications as possible, but despite the goodwill of all staff, it is still overwhelmed by the volume of files, as well as the number of processing staff with only one consul.<\/p>\n<p>\"The only solution in this case seems to be to obtain the approval of the Ministry of Foreign Affairs to outsource the service to the appropriate companies, and the final validation of the files to be done by the National Visa Center and the Consul in Manila\", concluded Yosef Gavriel Peisakh, General Manager WORK FROM ASIA.<\/p>\n<p>As bureaucratic problems are overcome, the number of Filipino workers hired by Romanian companies is expected to increase, especially in areas where Filipino workers excel, such as: care for the elderly and the disabled, English language teachers, kindergarten teachers and childcare workers, and call center operators. In HoReCa there is also a great demand for staff from the Philippines, with the most sought-after candidates being cooks, bakers, waiters, waitresses, maids and not least cleaners.
