Getting a visa appointment takes at least 3-4 months from the issuance of work permits<\/i><span>\"said representatives from the recruitment firm Work from Asia.<\/span><\/p>\n<p><span>The demand for foreign labor is growing steadily, with the entire quota of 100,000 being exhausted a few months before the end of the year, experts in the field told \"Adev\u0103rul\".<\/span><\/p>\n<p>\"<i>The most requests in 2022 were recorded for the construction and HoReCa sector primarily and agriculture, transportation and industrial segment secondarily<\/i>\", the managing director of a well-known foreign recruitment firm told \"Adev\u0103rul\".<\/p>\n<p>Moreover, a brief analysis of the evolution of the process of bringing foreign labor force to Romania indicates an acute need to restructure current bureaucratic procedures.<\/p>\n<p>,,<i>With the constant increase in the demand for labor, we were hoping to supplement the human resources of the General Inspectorate for Immigration and the staff assigned to Romania's embassies and diplomatic missions in Asia, because the processing time has increased a lot due to the demands, and the staff of the Ministry of Interior and Ministry of Foreign Affairs can no longer cope with this process. Definitely the approved quota for 2023 of 100,000 foreign workers will not be enough and will need to be supplemented. There is currently demand for absolutely all areas of activity<\/i>.\", said Yosef Gavriel Peisakh, General Manager Work from Asia.<\/p>\n<p><strong>Procedures for hiring foreign workers need to be digitized<\/strong><\/p>\n<p>Among the solutions identified by employers to solve bureaucratic problems, in addition to increasing the number of staff assigned to the institutions authorized to issue work permits and residence permits, is the need to fully digitalize the process of submitting documents and obtaining a personal identification number by foreign workers upon their arrival in the country.<\/p>\n<p>,,<i>The solution is to obtain the documents online, without the need to be physically present when submitting them. Given that the General Inspectorate for Immigration has access to check the documents, it is essential to eliminate the procedure of obtaining a certificate from the AJOFM, an action which only makes the whole process of bringing foreign labor into the country more difficult. Moreover, it must be possible to obtain the CNP immediately upon the foreign worker's arrival in the country, but not 4-5 months after receiving the residence permit. During all this time, foreigners are not insured with the CNAS, cannot have bank accounts, cannot leave Romania and cannot return to their country of origin, in an emergency, without a residence permit<\/i>\", added Yosef Gavriel Gavriel Peisakh, General Manager Work from Asia and member of the Employers' Association of Importers of Labor.<\/p>\n<p>If 2022 was a turning point for Romanian employers who resorted to the solution of importing labor, the good news came from the Romanian authorities with the inclusion of a new procedure to secure the bringing of foreign workers into the country. Thus, the hundreds of cases where employers simply stole workers from each other or foreign staff came to Romania strictly with the intention of transiting the country, without respecting the declared recruitment process, will be significantly reduced in 2023.<\/p>\n<p>,,<i>Foreigners who have a work permit obtained for a specific employer will also need the employer's consent in order to change employer, which will prevent staff from leaving without notice.<\/i>\"concluded Yosef Gavriel Peisakh.<\/p>\n<p>Asked what conditions must be met in order to bring foreign workers to Romania, representatives of the recruitment firm replied:<\/p>\n<p>\"<i>In order to be eligible or qualified to carry out the activity of bringing foreign workers to Romania, the company must provide proof of its existence, as well as a tax certificate from the ANAF (National Tax Authority), proving the absence of debts, in addition to the need for a clean criminal record.
